In other words, it did not touch the land of the landlords at all, but instead promoted the division of communal land among peasants, the formation of estates (khutors) with or without relocation of residence (otrubs), emigration to Siberia, and financial assistance for peasants to purchase land, which were similar to Prussia's 1821 "Regulation of the Division of Communal Lands" and roughly correspond to (5) and (6) above.
