According to the Kojiki and Nihon Shoki, the palace was established during the reign of Emperor Ingyo for Empress Oshisaka no Onakahime, the mother of Emperor Yuryaku. The name of the empress comes from the palace name Yamato Oshisaka Palace, and Oshisakabe refers to the people who contributed to the management of the palace. The palace was managed by the powerful Okinaga clan of Omi for the successive empresses who attended the court, and Oshisakabe is thought to have been established following them. It is widely distributed not only in Yamashiro, Kawachi, and Settsu in the Kinai region, but also in the Tozan, Tokai, San'in, and San'yo regions, and also in Echizen, Sanuki, Buzen, and Higo. *Some of the terminology that refers to "Oshibasaka Palace" is listed below.
