Born on July 23, 1882. The third son of Okura Heizo. After working at the Railway Bureau, he joined the South Manchuria Railway in 1919, becoming a director in 1923. In 1932, he became a member of the House of Peers. He was involved in the establishment of the National Policy Research Association, and served as vice president of the East Asia Research Institute. After the war, he served as chairman of the Japan Transportation Public Corporation and chairman of the National Railways Main Line Research Association. He passed away on December 24, 1968.
