A village in Higashikanbara County in central-eastern Niigata Prefecture. Population 3,706 (1995). It borders Fukushima Prefecture to the east and south. It is a mountain village located in the Tokonami River basin, a tributary on the left bank of the Agano River, and is mostly made up of forests. Settlements are found in the valleys of the tributaries, Shibakura River and Muroya River. The Tokonami River Dam is currently under construction. It is the second largest city or town in the prefecture in area (360.5 km2), but only about 2% of the land is arable. In the past, miscellaneous grain cultivation by slash-and-burn farming and firewood and charcoal production were thriving. Depopulation progressed after World War II, and because it is an area subject to heavy snowfall, settlements have been relocated downstream since 1969. 新潟県中東部,東蒲原郡の村。人口3706(1995)。東と南は福島県に接する。阿賀野川左岸の支流常浪(とこなみ)川流域を占め,大半が山林からなる山村で,支流の柴倉川,室谷川の谷に集落が分布する。常浪川ダムが建設中である。県内の市町村では2番目に広い面積(360.5km2)をもつが,耕地は2%ほどしかなく,かつては焼畑による雑穀栽培,薪炭生産が盛んであった。第2次世界大戦後は過疎化が進み,豪雪地帯であることから,1969年以降下流への集落移転が実施されている。
