This was a department once located in the Imperial Household Ministry to handle matters related to waka poetry at the Imperial Court, such as the Utakai Hajime poetry gathering. The Okutayakoro was originally located in the Wakadokoro, but in 1871 (Meiji 4), the Goyogakari (Poetry Official) was established in the Imperial Household Ministry, with Fukuba Yoshishizu, Hatta Tomonori, Kondo Yoshiki, and Takasaki Masakaze among those in charge. It later served as the Literature Official and the Chamberlain's Poetry Official, before becoming an independent office in 1888 and establishing positions such as head, yoryuudo, sankou, and rokuji. During the Meiji and Taisho periods, the directors of the institute were Takasaki Masakaze, Kuga Michihisa, and Irie Tamemori, and the associates who were experts in waka poetry included Mashima Fuyumi, Kurokawa Mayori, as well as poets such as Koide Tsubara, Saka Masaomi, Oguchi Taiji, Inoue Michiyasu, Chiba Taneaki, Sasaki Nobutsuna, Kaneko Motoomi, and Takeshima Hagoromo. These associates were not necessarily limited to the leading schools, but because Takasaki Masakaze led the institute for a long time, many of them were poets from the Keien school, known as the Okadokoro school or the Kunaisho school, which formed the mainstream of the waka world before the rise of new school waka poetry.

The Gokadokoro was abolished in 1946 (Showa 21), and since then, the affairs of the Utakai Hajime have been handled by the Utakai Hajime Committee (managed by the Shikibusho) established within the Imperial Household Agency.

歌会始(うたかいはじめ)など宮中の和歌に関することを扱うため、かつて宮内省に置かれた部局。御歌所の初めは和歌所にあるが、1871年(明治4)宮内省に歌道御用掛(ごようがかり)が置かれ、福羽美静(ふくばよししず)、八田知紀(はったとものり)、近藤芳樹(よしき)、高崎正風(まさかぜ)らがこの任にあたった。のち文学御用掛、侍従職御歌掛を経て、88年独立して御歌所となり、長、寄人(よりゅうど)、参候(さんこう)、録事(ろくじ)などの職が置かれた。明治・大正期にかけて、所長には高崎正風、久我通久(こがみちひさ)、入江為守(ためもり)、和歌の専門家である寄人には間島冬道、黒川真頼(まより)をはじめとして、小出粲(こいでつばら)、阪正臣(ばんまさおみ)、大口鯛二(おおぐちたいじ)、井上通泰(みちやす)、千葉胤明(たねあき)、佐佐木信綱(のぶつな)、金子元臣(もとおみ)、武島羽衣(はごろも)らの歌人が在任した。これら寄人はかならずしも一流一派に限らなかったが、高崎正風が長く所長として統率したため、桂園(けいえん)派の歌人が多く、御歌所派、宮内省派とよばれ、新派和歌興隆以前の歌壇の主流をなしていた。

 御歌所は1946年(昭和21)廃止され、以後、歌会始の事務だけは、宮内庁に設けられた歌会始委員会(管理は式部職)によって行われている。
