Sociologist. Born in Gunma Prefecture. Graduated from the Faculty of Letters, Tokyo Imperial University in 1899 (Meiji 32). Served as professor at Toyo University and Waseda University, and later founded Sugamo Higher Commercial School (now Chiba University of Commerce) while presiding over the Japan Sociological Institute. Initially, he took the position of social organism theory, but later, influenced by Giddings' theory, he developed psychological sociology. He developed his own psychological sociology in the form of the collective consciousness theory, the will bond theory, and then the social force theory, and approached Yoneda Shotaro at Kyoto Imperial University, which led to a conflict with the social organism theory of Takebe Tongo and others, which was dominant at the time. His works include "Sociology of the Present and Present" (1901), "Sociology of the Early Modern Period" (1907), "Social Power" (1916), and "The Principles of Sociology" (1923).
