...The 12 volumes of the code were compiled in 907 and enacted in 908, but the 50 volumes of the code took time to compile, and were completed and presented in 927 (Encho 5). The revision work continued after that, and it was finally enacted in 967 (Kōhō 4). The Engishiki was compiled by compiling imperial edicts, imperial orders, and Dajōkan documents from 869 (Jogan 11) to 907 by government office, with the assumption that it would be used in conjunction with the two preceding codes, the Kōnin Code and the Jōgan Code, and adding miscellaneous and temporary codes. On the other hand, the Engishiki was compiled as a compilation of all the ceremonial texts from the preceding Kōnin Code and the Jōgan Code, as well as the implementing rules that were revised afterwards.

…The Catalog of Books of Japan lists 30 volumes, but only 12 and 20 volumes remain as copies, neither of which is complete, and even when both are combined, there are missing parts. The contents are a collection of the three generations of Kōnin, Jōgan, and Engikaku by category, and the three generations of categories, which were arranged by government office, have been reorganized by category, such as matters related to shrines, matters related to provincial temples, matters related to separate provinces, matters related to tribunals, matters related to prohibitions, and matters related to punishment and redemption. It is thought that all of the three generations of categories were included in the Ruiju Sandai Kaku, but in the process of compiling the categories, not only were the categories mechanically rearranged, but when the same category was included in two government offices for the convenience of the work, only one of them was included, and conversely, there were also cases where one category was included in two categories. …
