...However, as the collective farming failed, discontent grew both within and outside the party, and in 1932-33 a famine occurred in the south. As a result, Stalin, Kaganovich and others established the MTS (Machine-Tractor Station) Political Department to thoroughly control the party in the collective farms, while strengthening purges within the party. The Central Control Committee of the Party (now the Party Control Committee) also lost its independent position after this.
