… The British had already set up the Legislative Council and the Executive Council in 1874, and had begun to fully institutionalize the governance of the Gold Coast. In response, however, a political movement arose among Africans, centering on demands for an increase in the number of seats for Africans in both councils, and opposition to the direct taxation system and the land law, and in 1897 the Native Rights Protection Society (ARPS) was organized. However, the nationalist movement did not truly take root until after World War I, when lawyer JECasely Hayford (1866-1930) founded the British West African National Congress (NCBWA) in 1920. The NCBWA was a nationalist organization that covered the whole of British West Africa, mainly consisting of intellectual elites from the Gold Coast, but also including intellectual elites from Nigeria, Sierra Leone, and Gambia.
