From Hizen Province

...Former name of province. Hishu. Approximately equivalent to present-day Saga Prefecture and Nagasaki Prefecture.
[Ancient times]
Kami Province (Engishiki) belonging to the Saikaido. It was part of the ancient Land of Fire, and seems to have been divided into Hizen Province and Higo Province by around 696 (the 10th year of the reign of Jitō). The Hizen no Kuni Fudoki states that "Hizen Province was originally united with Higo Province to become one province." It is likely that the two provinces came to be collectively referred to as Land of Fire because they were connected to Higo Province via the Ariake Sea, and the influence of the Fire Emperor extended widely to Hizen Province. Since Matsurokoku in the Gishiwajinden, it has occupied a key position in maritime traffic, and the distribution of dolmen groups suggests that it introduced continental culture at an early stage.

…旧国名。肥州。現在のほぼ佐賀県，長崎県に当たる。
【古代】
　西海道に属する上国(《延喜式》)。古代の〈火の国〉の一部で696年(持統10)ころまでに，肥前国と肥後国とに分立されたらしい。《肥前国風土記》に，〈肥前ノ国ハ，本，肥後ノ国ト合セテ一ツノ国ナリ〉とある。有明海を介して肥後国と結ばれていたこと，また火君の勢力が広く肥前国にまで及んでいたことから，〈火の国〉と総称されることになったものだろう。《魏志倭人伝》の末盧国（まつろこく）以来，海上交通の要衝を占め，大陸文化を早くから導入していたことは，支石墓群の分布などからうかがえよう。…
