Wiesbaden Agreement

…At the outbreak of the war, he established the Office for War Materials in the Prussian Ministry of War and served as its director from 1914 to 1915. After the war, he participated in the establishment of the German Democratic Party and was active in the Second Socialization Committee and the Reparation Conference. As Minister of Reconstruction from May to November 1921, he concluded the Wiesbaden Agreement on reparations in kind with France. In February 1922, he became Minister of Foreign Affairs and attempted to resolve the reparations issue with Western European countries through the "implementation policy" of the Treaty of Versailles, but at the same time, he concluded the Treaty of Rapallo with the Soviet Union in April. …
