[Relations with Japan]
In 1266 (Bun'ei 3), Kublai Khan sent Kokuteki and Inko as envoys to Japan to promote friendly relations, but due to turbulent times they returned home without reaching Japan. The following year, in 1267, Kublai Khan ordered Goryeo to convey a letter from the Yuan Dynasty to Japan, and Goryeo sent Pan Bu as an envoy to Japan.

…In Goryeo, the Sambyeolcho army rose up in revolt after the Mongol army took control of the Korean Peninsula, and some of them sent envoys to Japan asking for aid. After subjugating Goryeo, Kublai Khan (Khaijin) of Mongolia decided to send envoys to Japan at the suggestion of Goryeo man Cho Yi, and appointed Kokuteki and Inko as envoys in 1266 (7th year of Goryeo Wonjong, 3rd year of Wonjiwon, 3rd year of Bun'ei).
