享保一六年(一七三一)石見銀山領大森(島根県大田市)代官となった井戸正朋(平左衛門)の異称。翌一七年、餓死者七〇万人に及ぶ大凶作に際し、独断で幕府の米倉を開き、年貢を減免するなどして、管内からは一人の餓死者も出さなかった。薩摩国(鹿児島県)からサツマイモを求めて栽培を奨励し、備荒作物としてその普及につとめた徳によって呼ばれたもの。芋殿様。
