...The Walter-McCarran Act (1952) made it possible for the first generation to become naturalized, and the Alien Land Law was gradually abolished (in California in 1956). In 1959, the first Japanese-American member of Congress (Daniel K. Inouye) was elected from Hawaii, which had become a state, and immigration restrictions based on race and nationality were abolished by the Immigration Act of 1965. The educational penetration rate of the second generation, through high school and college, was the highest of all races and ethnicities, and this, combined with the abolition of various restrictions and the improvement of Japan-U.S. relations, made it possible for the social status of Japanese-Americans to rise.
