Born in 1858. Born into a wealthy farming family in Kitaaiki Village, Shinano (Nagano Prefecture). He moved to Tokyo to study Chinese classics and Japanese literature, and also developed an interest in the history of the French Revolution. In 1882 he joined the Liberal Party, and in 1883 he became head of the household in Kitaaiki Village. In 1884 he joined the Chichibu Kominto Party as a military financial officer, for which he was arrested, but was released under a general amnesty in 1899. He later changed his name to Haruo, and served in various roles, including as clerk for Tone County in Gunma Prefecture. He died in 1905, aged 47.
