[Wages for non-strikers]
This is not an issue of the no-work, no-pay principle, but I will explain it briefly. In the case of a "partial strike" in which only a portion of union members participate, or in the case of a "partial strike" conducted by a union that organizes only a portion of the employees, what happens to the wages of union members who do not participate in the strike or other union members? When an employer accepts the labor offer of a non-participant and places them under labor command restraint, the employer is obligated to pay the wages, even if the non-participant is not performing actual work.
