Decided by the National Defense Council and approved by the Cabinet in June 1957. The First Defense Plan was a three-year plan covering the period from 1958 to 1960, and was formulated with the primary aim of establishing a basic system for maritime and air defense capabilities, in other words, establishing a core defense force, in response to the reduction in U.S. ground forces, which were rapidly withdrawing from Japan at the end of the Korean War.

...The expenditures for military-related matters such as weapons for the Self-Defense Forces in Japan's budget. Defense-related expenditures for fiscal 1997 were 4,947.5 billion yen, which accounted for 6.4% of the general account expenditures and 0.96% of GNP. Calculated at the current (November 1997) foreign exchange rate (1 dollar = 124 yen), the size of this defense-related expenditure is about one-sixth of the defense budget of the United States, 1.1 times that of the United Kingdom, 1.2 times that of France, and 1.5 times that of Germany. Looking at the increase and decrease over the past five years, the United States has decreased by 8.7%, the United Kingdom and Germany by just over 7%, and France by 3.2%, and while major Western countries have all reduced their defense expenditures, Japan's defense-related expenditures have increased by 6.6%.
