…Without using the C1 control character set, 14 undefined columns of the katakana set are used, and 256 8-bit second bytes are available. If two kanji codes are placed in the same first byte, half the number of first bytes, 48, is sufficient. In Shift JIS, the first byte of the kanji code is placed in columns 8, 9, and 14, and the second byte is rearranged to avoid control characters, allowing the use of a mixture of 7-bit ASCII or Latin, 1-byte codes of the katakana set, and 2-byte codes of the kanji set without shifting. It is the same as the Basic Multilingual Plane (BMP) of the Unicode (ISO10646/JIS X 0221) international character set.
