Politician. Born in Taiwan. Graduated from Taipei College of Economics and Kumamoto Reserve Officer Academy. After serving as Secretary-General of the Sasebo Branch of the All Japan Stationed Labor Union, Chairman of the Nagasaki Prefectural Labor Council, and Member of the Nagasaki Prefectural Assembly, he was elected as a member of the left-wing Socialist Party in the general election of 1955 (Showa 30), and has been elected continuously ever since. In the Socialist Party, he belongs to the Katsumata faction. He mainly worked in the fields of foreign affairs and defense, and was active as one of the "Five Men of the Security Treaty" during the 1960 Security Treaty Treaty. After serving as Chairman of the Foreign Affairs and Defense Committee, Director-General of the General Affairs Bureau, and Director-General of the International Affairs Bureau, he served as Secretary-General for seven years from 1970, teaming up with Chairman Tomomi Narita. During this time, he announced the "Ishibashi Plan" for the gradual reduction of the Self-Defense Forces in 1966. In 1982, he became Vice-Chairman, and compiled a proposal for restructuring the party, but resigned in December of the same year. In 1983, he became the 9th Chairman, becoming the first Socialist Party Chairman to come from a labor union. He resigned in 1986 and retired in 1990.
