In 1834, he went to India as a legislative member in the Viceroy's Council, where he worked hard on educational reform and the creation of a criminal code. After returning to the UK, he served as Secretary of State for War (1839-41) and Comptroller-General (1846-47), but lost the general election of 1847. He then devoted himself to writing a history of Britain, which he had been planning for some time.
