The name of a post town in Sakata County, Omi Province, functioned as a post station at a key point on the ancient Tosando, the medieval Tokaido, and the modern Nakasendo. Located in the area of present-day San'in Town, Shiga Prefecture (now Maibara City), it is sandwiched between the Ibuki Mountains to the north and the Suzuka Mountains to the south, and is located in a position that connects to Kinai via Lake Biwa to the west and to the eastern provinces via Fuwa Pass to the east. In 1085, Kashiwara Manor was listed as the territory of Yamashiro Daigoji Temple, and in 1180, 5,000 Minamoto Genji soldiers took part in a campaign in Kashiwara against Taira Tomomori's eastern expedition (Gyokuyo). In 1190, Minamoto no Yoritomo set up camp there on his first visit to Kyoto (Azuma Kagami). In 1332, Kitabatake Tomoyuki, who followed Emperor Godaigo, was killed by Sasaki Doyo (Sasaki Takauji), who had his base castle here, on his way to Kamakura. In 1479, a checkpoint was set up here and customs duties were collected. In 1589, Toyotomi Hideyoshi ordered the mobilization of over 6,000 people to transport timber to Kashiwara for the construction of the Great Buddha at Hokoji Temple in Kyoto. During the Edo period, the area consisted of Ichiba-cho, Imagawa-cho, Higashi-cho, and other areas, and was home to main inns, side inns, horse-and-man wholesalers, and inns.

近江国坂田郡の宿名で，古代の東山道，中世の東海道，近世の中山(なかせん)道の要所で宿駅の機能があった。現滋賀県山東町（現・米原市）域で，北の伊吹山地，南の鈴鹿山脈に挟まれ，西は琵琶湖を経て畿内に通じ，東は不破(ふわ)関を抜けて東国に出る位置にある。1085年に柏原荘が山城醍醐(だいご)寺領としてみえ，1180年平知盛の東征軍に対して美濃源氏5000騎が柏原に参陣している（《玉葉》）。1190年には源頼朝が宿陣を構えて，初上洛に向かっている（《吾妻鏡》）。1332年には後醍醐天皇に従った北畠具行(ともゆき)が鎌倉に送られる途次，当地に拠城を構えていた佐々木道誉（佐々木高氏）に斬られている。1479年当時は関が置かれて，関銭を徴収していた。1589年豊臣秀吉は京都方広寺の大仏建立のため6000余人を動員して柏原までの木材の宿送りを命じている。江戸時代には市場町・今川町・東町などから構成され，本陣・脇本陣，人馬継問屋場，旅籠屋などが置かれていた。
