ACM is a common market among Arab countries. It was established by the Agreement Establishing the Arab Common Market, signed in Cairo, Egypt in 1964, and launched on January 1, 1965. The initial member countries were Egypt, Jordan, Iraq, Syria, and Kuwait, but Kuwait did not receive approval from its parliament, and Jordan withdrew in 1972. The aim was to achieve freedom of trade of products produced within and outside the region, freedom of residence, labor, employment, and economic activity, and freedom of use of ports and airports, and to establish a common external tariff and to reduce tariffs within the region by 10% and agricultural products by 20% annually, but it has essentially ceased operations. There have been several other attempts to create a common market in the Arab region, but differences in political and economic conditions among member countries have been obstacles, making it difficult to realize economic integration.
