Shogo Arai

A politician of the Meiji period. The second son of Shiheiji, a wealthy farmer from Fukiage Village, Tsuga County, Shimotsuke Province (Fukiage Town, Tochigi City). He studied Chinese and English locally. He served as the head of Fukiage Village and a member of the Tochigi Prefectural Assembly. He participated in the Freedom and People's Rights Movement and worked hard to establish a national parliament. In 1879 (Meiji 12), he founded the Tochigi Shimbun. In 1885, he plotted the Osaka Incident with Oi Kentaro and others, but failed. In 1890, he was released from prison under the general amnesty following the promulgation of the Constitution, and returned to politics. In 1891, he was elected to the House of Representatives, and has been elected seven times since. In 1892, due to conflicts with Hoshi Toru and others, he left the Liberal Party and formed the Oriental Liberal Party with Oi Kentaro and others. He opposed cohabitation in the mainland, and participated in hardline foreign movements such as the Great Japan Association. He then moved between various political parties, and in 1908, he joined the Rikken Seiyukai Party. <References> Omachi Masami, Arai Shogo

明治時代の政治家。下野国都賀郡吹上村(栃木市吹上町)の豪農四平治の次男。地元で漢学,英学を学ぶ。吹上村戸長,栃木県会議員を歴任。自由民権運動に参加し,国会開設運動に奔走する。明治12(1879)年『栃木新聞』を創刊。18年大井憲太郎らと大阪事件を企て未遂に終わる。22年憲法発布の大赦で出獄し,政界復帰をはたす。23年衆院議員に当選し,以来7回当選。星亨らとの対立から25年に自由党を脱党し,大井憲太郎らと東洋自由党を結成する。内地雑居に反対し,大日本協会などの対外硬運動にも参加した。その後,諸会派を転々とし,33年立憲政友会に参加した。<参考文献>大町雅美『新井章吾』
