Bolivar, but the Pan-American movement began to take concrete form at the first International Conference of American States, held in Washington from late 1889 to early the following year at the initiative of the United States. At this conference, which was attended by all Latin American countries at the time except the Dominican Republic and the United States, the Secretariat of Trade of the Republics of the Americas (renamed the Pan-American Union in 1910) was established as a permanent organization of the conference, and the Conference of the States of the Americas was held almost regularly thereafter. However, since the early 20th century, the United States has engaged in armed intervention in small countries in Central America and the Caribbean, which has caused strong opposition from Latin American countries, so the Pan-American movement did not see much development until the late 1920s. ...
