…アメリカ大陸の諸国が一体であるという思想や具体的な統合をめざした動きはすでに19世紀初めのモンロー主義や，S.ボリーバルの提唱で開かれたパナマ会議を通じて現れていたが，パン･アメリカ主義の運動が具体的な形をとりはじめたのは，合衆国の提唱で1889年末から翌年初めにかけてワシントンで開かれた第1回米州諸国会議International Conference of American Stateであった。ドミニカ共和国を除く当時のすべてのラテン･アメリカ諸国と合衆国が参加したこの会議で，会議の常設機構としてアメリカ大陸諸共和国通商事務局(1910年にパン･アメリカ連合と改称)が設置され，以後ほぼ定期的に米州諸国会議が開催されることになった。　しかし，20世紀初頭以来合衆国が中央アメリカやカリブ海の小国に対して武力干渉を行い，それに対してラテン･アメリカ諸国の側が強く反発したためパン･アメリカ主義の運動は1920年代の末までは大きな発展をみなかった。…
