The assertion that the responsibility for maintaining peace and order in Asia lies solely with Asians, and that interference by Western countries should not be tolerated. After the Manchurian Incident, Japan launched an open armed invasion of China, and at the Extraordinary General Assembly of the League of Nations in February 1933, Japanese ambassador Yosuke Matsuoka spoke about Japan being the pillar of peace, order, and progress in the Far East, both in the past and in the future. In April 1934, the Amou Statement stated that Japan was opposed to any joint action by the nations against China, even if it was financial or technical. The Amou Statement in particular not only drew criticism from Western countries as Japan's Asian Monroe Doctrine, but also further exacerbated Chinese feelings toward Japan.
