...The shogunate therefore prohibited the burning or dumping of garbage in the town, and created a system in which townspeople took their garbage to a garbage dump (garbage collection point), from which contractors transported it to a landfill site (Eitaijima) in a garbage dumping ship. The contractors separated the collected garbage into fuel, fertilizer, and metal waste, which they sold to bathhouses, farmers, and blacksmiths, respectively, in an effort to recycle the garbage. However, illegal dumping by townspeople and contractors continued, so in 1699 (Genroku 12), the shogunate established the official position of Akutaarataeyaku (Akuta Aratameyaku) to crack down on it. Even after the Meiji era began, this contractor-centered garbage disposal system continued, but in 1900, as mentioned above, cities were required to carry out cleaning operations. ...
