Born on August 29, 1881. Joined the Nijūroku Shinposha newspaper company and became president in 1911. Became a member of the House of Representatives in 1945 (elected 10 times), belonged to the Rikken Doshikai and Seiyukai parties, and became Speaker of the House of Representatives in 1932. Served as Minister of Health and Welfare in the Abe Cabinet and Minister of Colonial Affairs in the second Konoe Cabinet. Died on December 3, 1944. Age 64. Born in Tokushima Prefecture.
