Off-street parking lots come in various forms, including those that use spaces outside the road as parking lots, those with rotating elevator towers, parking buildings, and parking lots underground or on the roofs of buildings. In Japan, the Parking Lot Law was enacted in 1957 to promote the development of parking lots, while the Law on Securing Parking Spaces for Automobiles was enacted in 1962, which made it mandatory to secure a parking space when owning an automobile, and prohibited open-air parking (parking in the same place for more than 12 hours, or parking for more than 8 hours at night). There are no Western countries that require people to own a garage (requiring a garage certificate from the police) like Japan, and instead have a system in place that allows on-street parking in residential areas only to residents.
