A samurai of the Satsuma (Kagoshima) clan at the end of the Edo period, and a bureaucrat in the Meiji government. The eldest son of Arimura Nizaemon, and the older brother of Yusuke and Jizaemon. At the age of 11, he became a tea boy and took the name Shunsai. In 1858 (Ansei 5), he was in Kyoto and planned to overthrow the Ii shogunate with Saigo Takamori and others, but failed, and returned to the clan with Gessho. In November of the following year, he joined the Seichugumi, a group of anti-Sonno Joi faction in the Satsuma clan. In December of 1861 (Bunkyu 1), he was adopted by Kusakabe Isajiro, and took the family's maiden name, Kaieda. In the following year, he accompanied Shimazu Hisamitsu in leading his troops to Kyoto, and tried to thwart Arima Shinshichi's plan to raise an army. He followed him further to Edo, and on the way back, in Namamugi (Tsurumi Ward, Kanagawa Prefecture), he put an end to the Englishman Richardson, who had been killed by Narahara Kizaemon (Namamugi Incident). In July of the following year, he participated in the Anglo-Satsuma War, and attempted to seize a British ship with Narahara but failed. He then went to Edo in 1868 (Meiji 1) during the Boshin War as a staff officer for the Tokaido Spearhead Government Office, but announced his intention to resign due to a strategic disagreement with Omura Masujiro. He served as a criminal justice officer, justice department chief, and Danjo taichu. At the time, Omura Masujiro was assassinated, and he protested the execution of the perpetrator, for which he was placed under house arrest in March of the same year and surrendered his rank (Awataguchi Execution Incident). He was later pardoned and served as the Governor of Nara Prefecture, a member of the House of Elders, and a Privy Councillor.

幕末の薩摩(鹿児島)藩士,明治政府の官僚。有村仁左衛門の長子。雄助,次左衛門の兄。11歳の年,茶坊主となり俊斎を名乗る。安政5(1858)年,京にあって西郷隆盛らと井伊幕政打倒を計画するが挫折,月照を伴って帰藩。翌6年11月薩摩藩尊攘派ともいうべき誠(精)忠組に参加。文久1(1861)年12月日下部伊三次の養子となり,この家の旧姓海江田を姓とす。翌2年島津久光の率兵上洛に随従,有馬新七の挙兵計画の中止を図る。さらに随従し江戸へ,その帰路の生麦(神奈川県鶴見区)で,奈良原喜左衛門に切られた英人リチャードソンに止めを刺した(生麦事件)。翌年7月薩英戦争に参軍,奈良原と英艦奪取を企てるも失敗。越えて明治1(1868)年の戊辰戦争下では東海道先鋒総督府参謀として江戸へ,大村益次郎との戦略上の意見対立から辞意を表明。刑法官,刑部大丞,弾正大忠。折から大村益次郎暗殺事件があり,これの犯人処刑に異議を申し立て同3年3月謹慎に処せられ位記返上(粟田口止刑事件)。のち許され奈良県知事,元老院議官,枢密顧問官を歴任。
