Japanese: 海防掛 - かいぼうがかり

This was a position in the Edo Shogunate in charge of dealing with foreign affairs at the end of the Edo period, planning domestic policies related to them, and coastal defense. When Laxman arrived in 1792, Matsudaira Sadanobu was appointed as the coastal defense official, but this was a temporary measure and was made permanent after senior councilors Abe Masahiro and Makino Tadamasa were appointed in 1845. In the narrow sense, it refers to those who were appointed from among the wakadoshiyori, o-metsuke, metsuke, and others and worked under Abe and others. It was abolished in 1858 when the Foreign Magistrate was established.

幕末の対外問題処理とこれに関わる国内政策立案，海岸防御などを担当した江戸幕府の役職。1792年ラクスマン来航に際して松平定信が海辺御備御用懸となっているが，臨時の措置で，1845年老中阿部正弘・牧野忠雅らが任じられて以降常置。狭義には若年寄・大目付・目付ほかから任命され，阿部らの下で実務にあたった者たちをいう。1858年外国奉行の設置で廃止。
