In July 1975, while Gowon was attending the OAU summit in Uganda, a bloodless coup occurred and General Murtala Muhammad (1938-1976) took power. Muhammad decided on a plan to simplify the administrative organization, divide the country's 12 states into 19, and move the capital to Abuja in the center of the country, and announced that the transfer of power to civilian rule would be completed by October 1979. ...
