Lower Saxony

...When used today without any special qualification, this place name can refer to two different regions. One is the area of ​​northern Germany centered on Niedersachsen, one of the states (lands) that make up the Federal Republic of Germany, and the other is the area of ​​the state of Saxony in the east centered on Leipzig and Dresden. If we trace this back historically, the former roughly corresponds to the area settled by the Saxon people in the early Middle Ages, while the latter was the core part of the Electoral Principality of Saxony in the early modern period.
