These include the National Civil Service Law (promulgated in 1970) and the National Diet Personnel Law (promulgated in 1947). The prototype of the National Civil Service Law is said to be the United States Civil Service Act of 1883 (commonly known as the Pendleton Act). The current National Civil Service Law has several major characteristics compared to the prewar civil servant legal system.

…In the United States, since the founding of the country, the spoils system, a political practice in which the appointment of civil servants was decided based on partisan favoritism, had been rampant. Under this system, however, the most suitable candidates were not always appointed to civil service positions, and various problems arose. In 1883, the federal government enacted the Pendleton Act (commonly known as the Federal Civil Service Act), which established the basis for the hiring of civil servants based on their examination results (merit). The features of this act were: (1) the establishment of a nonpartisan personnel committee; (2) the introduction of an open examination system as a condition of appointment; (3) the limitation of the examination system to public positions designated by rank, with exceptions permitted; and (4) restrictions on civil servants' contributions to political parties and political party activities. …
