… The highest decision-making body of the Party is the Party Congress, which has been convened every five years since the 1950s. Between Party Congresses, the Central Committee, composed of the Central Committee members elected by the Congresses, led the Party, but in reality the Politburo (politbyuro), which was elected by the Central Committee, and the Secretariat (sekretariat) and Central Committee apparatus were responsible for the Party's daily political and organizational work. This structure was established after the Russian Revolution, when the Party became the only ruling party. The Eighth Party Congress in 1919 stipulated that the Central Committee should have a Politburo, an Organizational Bureau, and a Secretariat, and that these bureaus should carry out the day-to-day activities of the Central Committee. …
