Inland water fishing grounds such as rivers and lakes were enclosed by feudal lords, and fishermen were prohibited from freely entering the area. Although large nets operated directly by the feudal lords were sometimes used, they were often contracted out to surrounding fishermen, who were then required to pay tax. In the early Edo period, the shogunate established the Minowada Omi River in the southeast of Lake Kasumigaura, and the section of the Edo River between Ryukeibashi Bridge and Nakanobashi Bridge was designated as an Omi River for catching carp for the Shogun's estate. 領主に囲い込まれた河川・湖沼など内水面における漁場で,漁民の自由な立入りは禁じられた。領主直営の大網を引くこともあったが,周辺漁民に請け負わせ,運上金を上納させることが多かった。江戸初期には霞ヶ浦南東部に幕府の箕和田御留川が設定されており,また江戸川筋の隆慶橋から中の橋までの間は将軍家御料の鯉をとる御留川とされていた。
