Segar, EC (English spelling)

In 1929, Elzie Crisler Segar (1894-1938), an American cartoonist, introduced the sailor in her newspaper comic strip Thimble Theater. He soon became the protagonist of a comic strip, and in 1933, Max Fleischer (the Fleischer brothers) made him into a series of short animated films.
