Si Savang Vong (English spelling)

...In terms of education, a policy of ignoring the people was adopted, there was a lack of human resource development, and an economic system was created to serve colonial management. In April 1945, with the backing of the Japanese military, King Si Savang Vong of Luang Prabang announced the independence of Laos, but immediately after Japan's defeat, France used airborne troops to nip this anti-French sentiment in the bud. In response, Lao Issara (meaning "Free Laos"), which was formed immediately after Japan's defeat, established the Lao Provisional Government in Vientiane in October 1945.
