Control Committee - Toseikai

A group of national cartel-like economic control organizations under the new economic regime. In the summer of 1940, reformist bureaucrats conceived of these organizations in order to further intervene in corporate management and strengthen economic control, but due to opposition from the business world, which called for self-control, and disputes over jurisdiction between government agencies, their realization was delayed, and they were revised to have the dual nature of both government agencies and private organizations. After the Cabinet decision on the outline for establishing the new economic regime in December 1940, the Important Industrial Organizations Order was promulgated in August 1941, and the Financial Control Organizations Order in April 1942. Based on these two imperial decrees, they were established in 24 important business sectors other than the arms industry between the end of 1941 and January 1943. However, the transfer of authority from government agencies was reduced and delayed, and the inefficiency of the Control Associations due to their dual nature was exposed, so they did not contribute to the expected increase in production.

経済新体制下の一群の国策カルテル的経済統制機関。1940年（昭和15）夏から、革新官僚が企業経営にいっそう介入して経済統制を強めるために構想したが、自主統制を求める財界の反対と官庁間の所管争いとにより、実現は遅れ、かつ政府機関と民間団体の二重性格をもつものに修正された。40年12月の経済新体制確立要綱の閣議決定以後、41年8月に重要産業団体令が、また42年4月には金融統制団体令が公布され、この二勅令に基づき、41年末から43年1月にかけて兵器工業以外の24の重要事業部門に設立された。しかし、官庁からの権限移譲は縮小、遅延し、統制会の二重性格による非能率性も露呈し、期待された生産増強には役だたなかった。
