...In the 1970s, as international criticism of racial discrimination grew and the movement to transition to black rule intensified in neighboring countries, the government granted these bantustans "independence," but no other country in the world recognized this false independence. The 1976 Soweto uprising demonstrated the power of the student and popular anti-racist movement, replacing the nationalist movement that had been outlawed in the early 1960s. This incident prompted the government to appoint a labor law commission to reexamine relations between whites and Africans in the industrial and labor fields, and in 1979, based on its recommendations, the revised Industrial Conciliation Act was significantly revised to recognize the rights of African labor unions.
