...He then promulgated the Brezhnev Constitution (1977), which aimed for "advanced socialism" and the construction of an all-people's state. In 1977, Brezhnev ousted NV Podgornyi (1903-83), Chairman of the Presidium of the Supreme Soviet of the Soviet Union, and took his place. He also appointed Konstantin Ustinovich Chernenko (1911-85) to the Politburo, and after the death of Prime Minister Kosygin in 1980, he appointed Nikolai Aleksandrovich Tikhonov (1905-97) as Prime Minister. Brezhnev's personal authority increased, and this tendency was further strengthened by the death of Suslov in 1982. However, economic growth halted, relations with the United States cooled due to the invasion of Afghanistan at the end of 1979 and the shelving of the Strategic Arms Limitation Talks, and incidents in Poland surrounding Solidarity called into question the party's legitimacy as the vanguard of workers.
