A court official in the mid-7th century. Son of Kui. Father of Miyuki and Yasumaro. Also known as Umakai (Horseman). In 632 (4th year of Emperor Jomei's reign), he welcomed the Tang envoy Kohyojin to Eguchi in Naniwa, and in 642 (1st year of Emperor Kōgyoku's reign), he delivered a eulogy in place of Minister Soga no Emishi at the funeral of Emperor Jomei. At the time, he held the rank of Shotoku. He may have been one of the masterminds behind the attack on the Jōguō royal family in 643 and the Isshi Incident in 645. In 645 (Taika 1), on the day Emperor Kokutoku ascended to the throne, he stood on the right side of the platform wearing a golden quilt. In 649, he was promoted from Shoshi to Daimyo, succeeding Soga no Kurayamada no Ishikawamaro as Minister of the Right. As a representative of the Otomo clan, Chotoku became a Maetsukimi during the reign of Emperor Suiko, and participated in national politics as an influential Maetsukimi on a par with Kose no Tokuda in the new Taika government, which is thought to have led to his appointment as Minister of the Right.

7世紀中葉の廷臣。咋(くい)の子。御行(みゆき)・安麻呂(やすまろ)の父。別名は馬養(うまかい)（馬飼）。632年（舒明天皇4）、唐使高表仁(こうひょうじん)を難波(なにわ)の江口(えぐち)に迎え、642年（皇極天皇1）の舒明天皇の喪葬の礼では、大臣(おおおみ)蘇我蝦夷(えみし)にかわって誄(しのびごと)を奏した。時に冠位は小徳。643年の上宮王家(じょうぐうおうけ)襲撃事件や645年の乙巳の変(いっしのへん)にも首謀者の1人として加わっていた可能性がある。645年（大化1）、孝徳天皇践祚（せんそ）の日に金の靫(ゆき)を帯びて壇の右に立った。649年、冠位を小紫(しょうし)から大紫に進め、蘇我倉山田石川麻呂(そがのくらやまだのいしかわまろ)の後を襲って右大臣となった。長徳は大伴氏の代表者として、舒明朝に大夫(まえつきみ)となり、大化の新政府でも巨勢徳太(こせのとこだ)と並ぶ有力な大夫として国政に参与し、そのことが右大臣就任に結び付いたと思われる。
