...The idea of ​​crisis management became fully established between the United States and the Soviet Union after the Cuban Missile Crisis in October 1962. In order to avoid a conflict that actually posed the risk of nuclear war, like the Cuban Missile Crisis, the United States and the Soviet Union came to an agreement in June 1963 to establish a government-only telegraph and telephone line called a "hot-line" between Washington and Moscow. The idea was that in times of crisis, American and Soviet policymakers would restore peace by securing a means of communication with each other and minimizing mutual misunderstandings and distrust.
