...A theory that arose in Europe that the yellow race would soon bring disaster to the world, and is a translation of the terms yellow peril (danger, terror), gelbe Gefahr, péril jaune, etc. The earliest was the German Emperor Wilhelm II, who commissioned the painter H. Knackfuss (1848-1915) to paint the so-called "Yellow Peril Picture" and sent it to the Russian Emperor Nicholas II, after which the Yellow Peril theory became an issue in Europe.
