Masami Oishi - Oishi Masami

A political party politician of the Meiji and Taisho periods. Born in Tosa. In 1874 he joined the Risshisha Society and participated in the Freedom and People's Rights Movement. In 1881 he formed the Kokuyukai with Baba Tatsuo and Suehiro Shigeyasu. He became a secretary when the Liberal Party was formed in the same year, and later served as the publisher of the Jiyu Shimbun newspaper, but he opposed the party leader Itagaki Taisuke's departure to the West and left the party in 1883. In 1887 he became a central figure in the Daido Unity Movement, campaigning all over the country. In 1892 he served as the resident envoy to Korea, where he was involved in the forcible resolution of the Grain Control Order Incident. He orchestrated the formation of the Progressive Party and the establishment of the Matsukata-Okuma Cabinet, and in 1898 he joined the Constitutional Party-led Okuma Cabinet as Minister of Agriculture and Commerce.

明治･大正期の政党政治家。土佐藩出身。1874年立志社に入って自由民権運動に参加し，81年馬場辰猪，末広重恭らと国友会を組織。同年の自由党の結成に際して幹事となり，のち《自由新聞》社主をつとめたが，党首板垣退助の洋行に反対し，83年脱党。87年大同団結運動の中心となって各地に遊説。92年には朝鮮駐劄（ちゆうさつ）弁理公使として防穀令事件の強圧的処理に従事した。進歩党の結成，松方･大隈内閣の成立などを画策し，98年憲政党による大隈内閣に農商務相として入閣。
