...Tertullian, in the 3rd century, established a system of ethical laws regarding pardons and asserted the primacy of the Roman Pope according to the tradition of Peter in Rome, which was later solidified by Cyprian, Bishop of Carthage. While Pope Callistus I (reigned 217-222) tried to ease the political conflict between Rome and Byzantium, Cyprian presented the idea of ​​a universal church (ekklēsia katholikē), claiming that the unity of the church based on the primacy of the Church of Rome was the first priority. This was the beginning of the Western papacy in opposition to the Eastern caliphate.
