This was the Declaration of Rights, and William of Orange and his wife Mary signed it and ascended to the throne as joint rulers, thus completing the Glorious Revolution. … In the Provisional Parliament that opened in January 1889, there was a difference of opinion between the Tories and the Whigs over how to explain this situation, and as a compromise, they decided to declare the “ancient rights and liberties” of the English people. This was the “Declaration of Rights,” and in February 1889, the Prince of Orange and Mary recognized it and ascended to the throne as joint rulers (William III and Mary II), thus beginning the Glorious Revolution. The Provisional Parliament became the official Parliament, and the previous “Declaration of Rights” was enacted as “An Act to declare the rights and liberties of subjects, and to determine the succession to the throne,” commonly known as the “Bill of Rights.” …
