［History］
The Holy See was originally composed of the Pope's personal priests and the bishops of the surrounding areas of Rome, but as the Church developed it expanded and differentiated, and in the 11th century it came to be called the Roman Curia. Until just before the reforms of Pope Paul VI (1967), it was composed of 12 Congregations, three courts (the Court of Penitence, the Court of Appeal, and the Court of Cassation), and five offices (the Congregation of the Pontifical Office, the Congregation of Pontifical Grace, which handles the allocation of stipends, the Congregation of the Treasury, the Secretariat of State, and the Congregation of Letters).
