A system for resolving labor disputes (conflict situations) that arise in labor-management relations. In labor-management relations, which are continuous in nature, even if a labor dispute, or labor-management dispute, occurs, it is usually necessary to reach some form of dispute mediation or dispute resolution. A situation in which the parties immediately cut ties with each other and dissolve the relationship without making an effort to mediate the dispute and repair the relationship is unthinkable today, regardless of historical circumstances. Therefore, various measures are required to resolve the dispute and restore stability to labor-management relations.

労使関係に発生する労働争議(紛争状態)を解決するための制度。継続的な性格をもつ労使関係では，通常の場合，労働争議すなわち労使紛争が生じたとしても，なんらかの形で争議調整，紛争解決に至る必要がある。争議を調整し，関係の修復に努力することなく，ただちに相互の縁を切り，関係を解消させてしまうような事態は，歴史的にはともかく，現在ではまず考えられない。そこで，紛争を解決し，労使関係の安定を取り戻すための諸方策が要請されることになる。
