A movement for regionalism in China in the early 1920s. In an era of warlordism, the regional warlords had to constantly face the armed unification of the Beiyang warlords, who controlled the central government in Beijing. In 1920, the Kuomintang governor of Hunan, Tan Yanjian, advocated Hunan autonomy (separation from the central government) to avoid attacks, appealing to the people who were tired of the civil war. In response, anti-central politicians of the time, such as Liang Qichao, linked the system to the Canadian provincial system, came up with the idea of each province drawing up a constitution to implement autonomy, and establishing a provincial autonomous government based on a provincial conference. 中国の1920年代前半における地方割拠主義の運動。軍閥割拠の時代にあって,地方軍閥はたえず北京の中央政権をにぎる北洋軍閥の武力統一に直面せねばならなかった。1920年,国民党系の湖南都督譚延闓(たんえんがい)はその攻撃を回避すべく湖南自治(中央政府からの離脱)をとなえ,内戦に倦んだ人心に投じた。それをうけて梁啓超らの当時の反中央の政客たちは,カナダの連省制とむすびつけ,各省ごとに憲法を制定して自治を実行し,聯省会議を基礎とする聯省自治政府を樹立するとの構想をうちだした。
