Chilean politician and leader of the early labor movement. Born in Valparaiso. Became a printer at age 14, and joined the Democratic Party in 1894. From the end of the 19th century to the 1920s, Chile was in a period when the conflict between capital and labor became a serious social issue as nascent capitalism developed. He was involved in the printers' union movement from the early 20th century, while also publishing a newspaper and advocating the combination of the labor movement and socialism. After feuding with anarchists, he left the Democratic Party in 1912 and founded the Socialist Workers' Party, a working-class political party.

チリの政治家，黎明期労働運動の指導者。バルパライソ市生れ。14歳で印刷工となり，1894年民主党に入党。19世紀末から1920年代にかけてのチリは萌芽的な資本主義の展開とともに，資本･労働の対立が深刻な社会問題となった時期である。彼は20世紀初頭ころから印刷工組合運動に従事する一方，新聞を発行して労働運動と社会主義との結合を主張，アナーキストとの確執を経て1912年民主党を離れ，労働者階級の政党である社会主義労働党を創立した。
